Immigration: Complex Issues, Complex Answers 

What should US immigration policy be? Should our borders be open? What should the penalty be, if any, for entering the US illegally? Should there be any quotas based on the needs of the US economy? What about refugees from war zones? What benefits should be afforded to legal/illegal immigrants and asylum seekers? These are just a few of the complex questions that require complex solutions.
